The Netherlands remains one of the EU’s more active bilateral donors for Ukraine. In 2026 it added another EUR 30 million to its reconstruction facility, and it funds work from energy to justice. Yet most of this year’s larger calls already closed in spring, so a general donor overview without checked deadlines can mislead you.
This roundup splits into two parts. First come the programmes that Ukrainian organisations, media, artists and students can apply to right now. Then come the major bilateral and foundation programmes that sit between rounds but return on schedule, so plan for them early.

Free Press Unlimited: the Reporters Respond fund
What it is
Emergency support for journalists and newsrooms in distress. The fund covers legal support, safety advice and direct assistance so media workers can get back to work quickly. It also gave Ukrainian newsrooms generators and power stations during blackouts.
Who can apply
Employed and freelance journalists, fixers, bloggers and other media workers, plus media organisations whose emergency stems from journalistic work.
Deadline

Digital Defenders Partnership: Incident Response Fund
What it is
A rapid-response fund for digital threats. A grant of up to USD 5,000 covers costs that directly reduce the risk or impact of a digital attack, so hacking, surveillance, data leaks or DDoS. The money covers up to 4 months of activity, and the team usually decides within 2 weeks.
Who can apply
Human rights defenders, journalists, activists and organisations that face a digital attack or threat.

Cultural heritage and creative professionals
The Netherlands hosts several Amsterdam-based bodies that fund culture directly in crisis settings. One of them accepts applications at any time.
Cultural Emergency Response: first aid to heritage
What it is
Fast first aid for cultural heritage under threat from conflict or disaster. CER funds evacuation, stabilisation and protection of museums, archives, libraries, monuments and collections. Grants usually run from EUR 15,000 to EUR 35,000. Also, more is possible when the urgency justifies it.
Who can apply
Local heritage and cultural organisations and practitioners from Eastern European countries, which includes Ukraine. CER has already backed Ukrainian initiatives such as HERI, the Visual Culture Research Center and the Ukraine Emergency Art Fund.

Education and scholarships
Ukrainian students who plan to study in the Netherlands can use the national scholarship scheme.
NL Scholarship (formerly the Holland Scholarship)
What it is
A EUR 5,000 grant for the first year of study, aimed at students from outside the European Economic Area, Ukrainians included, who start a bachelor’s or master’s programme at a Dutch university. The Ministry of Education, Culture and Science and the universities fund it together. So it eases the first year, since costs run highest then.
Who can apply
Students who hold citizenship of a non-EEA country, hold no prior Dutch degree, and enrol full time at a participating university.
Deadline
Applications for 2026-2027 are open and started on 1 November 2025. Each university sets its own deadline, so check the page of your chosen institution, since some intakes remain open.

Bilateral and foundation programmes between rounds
These programmes are closed for now, yet they return on schedule. So put their deadlines in your calendar and prepare documents early, because the calls often run for only a few weeks.
Ukraine Partnership Facility (UPF)
What it is
The main Dutch reconstruction programme. Partnerships between Dutch businesses or NGOs and Ukrainian partners receive a subsidy for sustainable recovery projects. The sectors are healthcare, water, circular construction, renewable energy and agriculture. Grants run from EUR 500,000 to EUR 4,000,000. In 2026 the Netherlands added another EUR 30 million, and the two countries signed the deal at the Ukraine Recovery Conference in Rome. As a result, more money is set aside for the next round.
Who can apply
The lead applicant is a Dutch company or NGO. The Ukrainian organisation joins as the local partner.
Deadline
UPF3 closed on 30 April 2026. The next round is in preparation, so follow RVO updates.

Human Rights Fund of the embassy in Kyiv
What it is
Direct grants to registered Ukrainian NGOs. The priorities are freedom of expression, accountability for the most serious crimes, human rights defenders and civic space, equal rights for LGBTIQ+ people, equal rights for women and girls, and freedom of religion. The contribution runs roughly from UAH 5 million to UAH 12 million.
Who can apply
Registered Ukrainian non-profit NGOs with at least 2 years of experience that operate in government-controlled areas.

Netherlands Helsinki Committee: accountability grants
What it is
Grants to Ukrainian civil society organisations for documenting human rights violations, legal analysis and accountability work, so evidence stays preserved and international justice mechanisms grow stronger.
Who can apply
Ukrainian CSOs in human rights, legal advocacy and accountability, both existing NHC partners and new organisations.

Prince Claus Fund: Seed Award
What it is
EUR 5,000 grants for early-career artists and cultural practitioners, from 1 to 5 years of practice, who work in demanding contexts. The support is trust-based, without a rigid project plan. Also, the fund backs each artist on their own terms.
Who can apply
Individual artists and cultural practitioners from countries that include Eastern Europe and Ukraine. Collectives and organisations do not qualify.
Deadline
The 2026 Seed Award closed on 8 January 2026. The call runs yearly, so the next one arrives around late 2026.

Shelter City Netherlands
What it is
A 3-month temporary relocation to one of the Dutch cities, plus support, for human rights defenders at risk. Participants recover, gain new tools and return to their work at home.
Who can apply
Human rights defenders at risk, including journalists, artists, lawyers and activists, who use a non-violent approach and can return home after 3 months.
Deadline
The call for the 2026 cohort closed on 10 August 2025. The next call arrives in the coming months.

European Cultural Foundation: Culture Helps Solidarity
What it is
A programme that supports Ukrainian cultural professionals through 2028. It distributes roughly EUR 2 million across more than 20 calls: individual care grants, project grants and collaboration grants of up to EUR 20,000 for two organisations and up to EUR 30,000 for three or more.
Who can apply
Artists, cultural practitioners and professionals from Ukraine, whether in the country or temporarily displaced. Partnerships led by Ukrainian organisations get priority.
Deadline
The latest rounds have closed, among them the fourth individual round and the first collaboration and project rounds. New rounds follow through 2028, so watch the open calls page.
