In 2026, seven active programmes cover youth exchanges through FRSO, NGO support through the Polish Fund for International Solidarity, cultural partnerships, and media projects. Visegrad+ Grants: up to EUR 35,000 – deadline 1 June 2026

Visegrad+ Grants – support for democratisation and EU integration projects with V4 partners

The Visegrad+ programme backs large cross-border projects promoting democratisation and transformation in Eastern Partnership countries. The consortium must include at least three organisations, with at least one from a V4 country (Poland, Czech Republic, Slovakia, or Hungary) and at least one from the beneficiary country. Eligible thematic areas cover governance, civil society, education, and culture. Three major EU programmes carry active deadlines for NGOs in April–May 2026. Each programme covers a different thematic scope and targets a different applicant profile – from cultural organisations to civil society groups working on gender equality and rights.

CERV-2026-GE: EUR 23 million for gender equality – deadline 28 April 2026

CERV-2026-GE – Citizens, Equality, Rights and Values: gender equality call 2026

The Citizens, Equality, Rights and Values (CERV) programme is the EU’s primary instrument for directly funding civil society, with a total budget of EUR 1.55 billion running to 2027. The current open call, CERV-2026-GE, targets gender equality: equal pay, work-life balance, women’s leadership, and tackling gender stereotypes. The total call budget is EUR 23 million, with EUR 5–7 million allocated per priority area. Ukrainian organisations qualify as associated country applicants. Profit-oriented entities may participate only in partnership with non-profit ones.

Creative Europe has opened its main 2026 call for transnational cultural cooperation projects, with a total available budget of EUR 60.27 million. The call covers two formats: Small Scale projects require at least 3 organisations from 3 different eligible countries, grant up to EUR 200,000, with 80% EU co-funding; Medium Scale projects require at least 5 organisations from 5 countries, grant up to EUR 1,000,000, with 70% EU co-funding. Supported activities include joint cultural productions, audience development, artist mobility, skills exchange, and community engagement through culture. One organisation may coordinate only one proposal under this call and participate in a maximum of 3 applications in total.

Erasmus+ KA2 – Cooperation Partnerships: second 2026 round for NGOs, youth and education organisations

The main KA2 Cooperation Partnerships deadline for 2026 was 5 March. Most national agencies, however, open a second round with a deadline of 1 October 2026. This second round covers cooperation projects in education, training, and youth – including capacity building for NGOs. The minimum consortium requirement is typically three organisations from three different countries. Applications go to the national Erasmus+ agency in the lead organisation’s country. Grant amounts range from EUR 60,000 to EUR 400,000 or more depending on project type and scale.

House of Europe: Rolling Grants for Culture and Media Organisations

House of Europe – Cultural Institutes Cooperation Grants (EU-funded, Goethe-Institut Ukraine)

These grants fund collaborative projects between cultural institutes within the EUNIC Ukraine network and Ukrainian organisations. Supported topics are broad: conferences, educational events, investigative journalism workshops, training for veterans, and other initiatives with clear public value. The defining feature is a rolling application cycle – the deadline falls on the last day of each month at 15:00 Kyiv time, and applications are reviewed until the fund runs out. The next deadline is 30 April 2026, then 31 May 2026.

Three key institutional programmes in Ukraine fund civil society organisations directly, without any international partner requirement. These competitions tend to have shorter lead times between submission and project start, which makes them practical for organisations that need to move quickly.

PFRU: up to UAH 7,700,000 for cultural heritage digitisation – deadline 21 April 2026

Partnership for a Strong Ukraine (PFRU) – RFG No. 018-05, three lots

PFRU launched a three-lot competition responding to the confirmed destruction of over 1,600 cultural heritage objects since 2022. Lot 1 covers creation of 3D digital models of 10 at-risk heritage sites; Lot 2 addresses establishing a National Coordination Centre for the evacuation of cultural property; Lot 3 supports development of an analytical mechanism for the Ministry of Culture. ISAR Ednania is one of the most active domestic grantmakers for Ukrainian civil society. This competition covers three areas: security and defence sector reforms; human rights protection; and war crimes documentation. Commercial entities are not eligible to apply.
