The Council of Europe Office in Ukraine has launched an open call for grant proposals to support youth initiatives under the project “Youth for Democracy in Ukraine: Phase IV”. Specifically, the call aims to improve young people’s access to quality youth work and strengthen the capacity of civil society organisations working with youth across Ukraine.

The Council of Europe plans to award four grants of up to €4,500 each. Priority Thematic Areas

The call supports projects in four priority areas. In particular, proposals must address at least one of the following themes:

🧠 Mental Health

Mental health and trauma-informed youth work. Projects that help young people cope with the psychological consequences of war and ongoing crisis situations, using trauma-sensitive approaches.

♿ Accessibility

Barrier-free access and inclusivity in youth work. Initiatives that ensure equal access to youth services for all young people, including those with disabilities and those from marginalised communities.

⚖️ Human Rights

Human rights with a focus on youth participation. Projects that engage young people in human rights advocacy and expand their opportunities to participate meaningfully in decision-making at local and national levels.

🏙️ Open Youth Work

Open youth work events — mobile, outreach, detached, and street youth work. Initiatives that bring youth work directly to young people in public spaces, beyond the walls of fixed youth centres.

Who Can Apply?

To be eligible for a grant, applicants must meet the following requirements:

  • Be a legally registered civil society organisation in Ukraine.
  • Demonstrate sufficient financial capacity — stable funding sources and the ability to contribute own resources, including human resources or in-kind contributions.
  • Have sufficient operational and professional capacity, including qualified staff, to carry out the activities described in the project proposal.
⚠️ Important: submitting multiple applications from the same organisation is not permitted and will result in the exclusion of all applications submitted by that organisation.

Project Implementation Period

Proposed initiatives must start no earlier than 1 June 2026 and conclude no later than 31 August 2026. Consequently, all selected projects will run during the summer season of 2026 — an important consideration when planning activities and building a realistic budget.

Applications must be submitted by email by 13 April 2026, 23:59 CET. All documents must be prepared in English (unless the call explicitly states otherwise), signed, and stamped. Incomplete submissions will be rejected.
