Ukraine’s flagship non-repayable grant programme for small businesses. Early-stage entrepreneurs and sole proprietors (individual entrepreneurs) can receive UAH 350,000–500,000 to start or develop their own business. Grants for food processing enterprises reach up to UAH 8 million. Applications are submitted through the Diia portal, with no queues or paper bureaucracy. Condition: implement the project and report on expenditures.

A dedicated eRobota stream for agricultural producers: grants for establishing a new orchard or building a greenhouse. Support budget – up to UAH 10 million per applicant. Designed for farmers and agricultural businesses developing horticulture.

“VARTO” – veteran business grants

Ministry of Veterans Affairs of Ukraine | Deadline: 1 June 2026

A support programme for entrepreneurial initiatives by veterans and their family members. Grants up to UAH 1.5 million for starting or developing a business. The project implementation period for veterans and their spouses is extended to 7 years. Applications close on 1 June – 2 days remaining.

EIC – grants for Ukrainian tech startups

European Commission / EIC | Applications accepted on an ongoing basis

The EIC (European Innovation Council) funds Ukrainian tech SMEs and startups developing products with strong potential for the EU market. Grants reach up to €60,000 at early stages and up to €300,000–€500,000 for startups at TRL 4–7.

Eligibility: registration in Ukraine or relocation to an EU country after 24 February 2022, and at least one Ukrainian citizen as founder.

The state hub for defence technology development. Funding covers product refinement and field testing. Applications are reviewed on an ongoing basis – with no fixed deadlines.

GRAPPA – agri-food processing grants for SMEs

The GRAPPA programme funds projects by small and medium enterprises in the field of secondary processing and use of agri-food waste and by-products. Up to €90,000 per project. Supported solutions include processing, packaging, logistics, and new markets for agricultural raw materials that would typically be discarded.

Cartier Women’s Initiative 2027

One of the most prestigious international competitions for women entrepreneurs. Regional awards and the themed “Science & Technology Pioneer Award” offer up to $100,000 and a comprehensive fellowship. Condition: women-owned business between 1 and 6 years old, with at least 1 year of confirmed revenue. Any sector, any country, including Ukraine.

“STVORYUY!” – support for women in manufacturing

Ministry of Economy / KSE Foundation / UMAEF | Applications accepted on an ongoing basis

A joint programme of the Ministry of Economy, KSE Foundation and the Ukraine-Moldova American Enterprise Fund. It supports women entrepreneurs in scaling their manufacturing businesses: equipment purchases, automation, and product line expansion. The first stage of the programme recorded 65+ winners: producers of honey, clothing, furniture, and food products.

Recovery and green transition

SECO – third call for recovery projects

Switzerland (SECO) | Deadline: 20 September 2026

Switzerland’s State Secretariat for Economic Affairs (SECO) has opened its third call for direct support of private investment in Ukraine’s recovery. From CHF 3 million to CHF 10 million per project in construction, mechanical engineering, renewable energy, infrastructure, agribusiness, and IT. Key condition: the applicant must be a Swiss company with a legal entity in Ukraine. For Ukrainian businesses – the path runs through attracting a Swiss partner.

SME support through banks and international financial institutions (FundingHub Selection)

EU4Business – microgrants through partner banks

EU / KfW | Applications accepted on an ongoing basis through partner banks

The EU4Business programme channels funds through Ukrainian partner banks (Raiffeisen Bank Ukraine, Ukrsibbank, Piraeus Bank Ukraine, Credit Agricole Ukraine). Priority goes to small and medium businesses from conflict-affected regions, as well as veterans, internally displaced people, and women entrepreneurs. To qualify for the next round, contact a partner bank in advance – the selection process takes time.

EBRD – SME Recovery Programme

European Bank for Reconstruction and Development | Applications accepted on an ongoing basis

The EBRD is the largest international investor in Ukraine: in 2025 the bank invested €2.9 billion. The SME Recovery Programme offers €45 million for SME lending through partner banks, totalling up to €135 million. Separately, the Financial Inclusion Programme provides €200 million in guarantees through ProCredit Bank Ukraine for veterans, displaced people, and people with disabilities.
