Tysiachovesna: Ukrainian Government Grant for Cultural Content

The Ukrainian government has launched Tysiachovesna – a national initiative to fund the creation of Ukrainian cultural content across seven disciplines, from feature films and animation to contemporary music, visual arts, and social media video. The state can cover up to 100% of production costs for eligible projects. Applications are open until 28 May 2026.

The initiative is backed by a Cabinet of Ministers resolution dated 25 March 2026 and is jointly administered by three government bodies: the Ministry of Culture of Ukraine (Mincult), the State Cinema Agency of Ukraine (Derzhkino), and the State Agency for Arts and Arts Education (Derzhmystetstv). Each body oversees applications in its respective cultural domain.

What Is Tysiachovesna

Tysiachovesna is a Presidential initiative to support the creation of Ukrainian cultural content. Its central objective is straightforward: to increase the number of stories told by Ukrainians and about Ukrainians, so that Ukrainian culture flourishes at home and resonates around the world.

The initiative operates through competitive calls administered by three bodies simultaneously – Mincult, Derzhkino and Derzhmystetstv. Each body runs its own competition within one or more of the seven cultural disciplines. Applications go directly by email to the relevant body, and each project is evaluated independently.

The legal framework consists of Cabinet Resolution No. 404 of 25 March 2026, a Mincult Order No. 433 of 1 April 2026, and the formal competition announcement issued on 3 April 2026.

Who Can Apply

The call is open to a wide range of applicants registered in Ukraine. Specifically, the following categories are eligible.

Legal entities of any organisational-legal form, including creative unions, civil society organisations, and state institutions; individual entrepreneurs (natural persons – entrepreneurs); and other business entities registered in Ukraine. Notably, a company undergoing a legal transformation (change of form) may also participate if it attaches the relevant transformation decision to its application.

One applicant can submit as many applications as needed – across different disciplines or multiple projects in the same discipline. Each application represents a separate project and is evaluated independently.

Seven Supported Disciplines

The programme covers the following seven cultural disciplines, each administered by a designated government body and a dedicated application email address.

Funding Conditions: Three Rates

The state applies three different funding rates depending on the type of project. Consequently, the co-financing obligation varies accordingly.

Full funding – up to 100%

The state can fully cover the production of author’s, animation, and debut films and series, as well as children’s films and series. Furthermore, 100% funding applies to other debut projects and children’s projects across all disciplines: audiovisual shows, social media videos, theatre, concert and circus productions, performances, visual art projects, exhibitions, music projects, and TV productions.

Partial funding – up to 80%

The state funds up to 80% of costs for feature and documentary films that do not fall under the 100% category, as well as for patriotic, entertainment and educational shows, social media videos, performing arts productions, visual arts and exhibition projects, music projects, and TV productions – except those created for children or as debuts. The producer must provide at least 20% from their own or external resources.

Equal co-financing – 50/50

Feature and documentary series – those that are not animation or author’s series – receive up to 50% state funding. The producer must cover at least 50% of the budget from their own or attracted resources.

Regarding intellectual property rights: the state retains rights proportional to its financial contribution. For film projects, these rights are held through Derzhkino; for other disciplines, through Mincult or a designated institution. A licensing agreement then enables worldwide distribution of the work – with the exception of the territory of the aggressor state.

Production timelines after selection: projects with a short production cycle (up to 3 months) must be completed by the end of 2026, or by the end of Q1 2027 if there are objective reasons for the delay. Projects with longer production cycles must be completed by 31 December 2027. Animation films and series, as well as feature and fiction films and series, have the maximum allowed timeline of 31 December 2028.

How to Apply for Tysiachovesna grant

Applications go exclusively by email to the relevant body for the chosen discipline. The application is submitted in free form on the applicant’s letterhead and must include the full name of the organisation, the EDRPOU code (for companies) or tax number (for entrepreneurs), contact details, the name and signature of the responsible person, and the date. The application is limited to one page.

Each document submitted must carry a qualified electronic signature (or an advanced electronic signature based on a qualified certificate). After submission, the applicant receives a confirmation email. If documents need revision, the relevant body contacts the applicant within 3 business days.

For audiovisual projects, the application must include screenplay materials: a full script for feature films; a script for episode 1, a series-by-series plan, and a world/character description for fiction series; a treatment for documentary projects; and a storyboard or treatment with visual concept for animation.

Results of each stage are published on the websites of Mincult (mincult.gov.ua), Derzhkino (usfa.gov.ua), and Derzhmystetstv (arts.gov.ua). Participants also receive email notifications. Pitching invitations are sent at least 10 business days before the event date.
