up to €30,000
Project Duration
up to 12 months
For Whom

Culture Helps Solidarity / Культура допомагає: Солідарність supports Ukrainian artists and cultural workers in sustaining their practice during and after the war. The first call for collaboration grants draws funding from the EU Creative Europe programme and brings together the European Cultural Foundation (Netherlands), Insha Osvita (Kyiv), zusa (Berlin), and the VETERANKA Movement (Kyiv).

Specifically, the grant amount depends on the size of the partnership. Partnerships of two organisations can receive up to €20,000, while consortia of three or more can receive up to €30,000. In each category, the programme supports up to 9 projects. Additionally, selected projects may not begin before 1 June 2026.

Grants can cover project production, marketing, space rental, artist and expert fees, transport, and staff costs. Furthermore, if you still need an international partner for your application, our guide “International Grant Partnerships: Where to Find Partners and How to Formalise Agreements” walks through the process step by step.

Expertise France, within the Team Europe — EU4Reconstruction initiative, invites civil society organisations and independent media in Ukraine to apply for grants. The call targets projects that strengthen public oversight, citizen participation, and communication around reconstruction processes.

In particular, the call prioritises projects that aim to:

  • expand citizen participation in reconstruction decision-making;
  • strengthen CSO–media collaboration to ensure transparency and oversight;
  • use open data tools to monitor recovery progress and ensure public accountability.

Eligible applicants include legal entities — CSOs, independent media, and non-profit media organisations registered in Ukraine. Crucially, applications must come in partnership format of 2 to 5 organisations.

⚠️ Important: 2 April is the deadline for the Concept Note only. The deadline for the Full Application is 25 May 2026. Additionally, applicants must submit exclusively in English via the POPS platform.

  • organising a performance, concert, festival, show, or educational event;

  • developing new educational, curatorial programmes, or choreographic productions.

Consequently, the organisers note that results will be announced in May 2026, and all applicants will receive notification by email.

⚠️ Application limit: 500. As soon as the programme reaches this number, it closes early — regardless of the official deadline. Therefore, do not leave your application to the last day.
