Cloudflare for Startups: up to $350,000 in credits for tech startups

Cloudflare has restructured its startup programme into three tiers, from $10,000 to $350,000 in credits, and raised both the entry level and the ceiling. The base tier no longer requires any outside funding: a bootstrapped company with a live product and a working website qualifies. Applications are accepted year round, and the review usually takes up to 48 hours.

Three tiers and what decides your level

The tier depends on how much the company has raised and from whom.

The affiliated partner condition is the filter. Tiers 2 and 1 are open only to startups backed by a venture fund or accelerator from Cloudflare’s partner network. A company that raised $3M from an investor outside that network lands in Tier 3, not Tier 2. For most Ukrainian early-stage startups the realistic entry point is therefore $10,000, unless the cap table already includes an international VC or accelerator.

Upgrades are possible but not automatic. A company approaching its cap may write to startups@cloudflare.com with its account ID and a short description of how it uses the platform. Cloudflare reviews each request individually, and an approved upgrade does not reset the one-year expiry date.

Who qualifies

All of the following conditions must be met at once:

• incorporated no more than 10 years ago;
• funded up to Series B at most;
• actively developing a technology product;
• a live, publicly accessible website that Cloudflare can verify;
• a public presence on LinkedIn, X or GitHub;
• a for-profit company applying with a business email on its own domain;
• no previous participation in the programme.

Who is explicitly excluded. Educational institutions, personal blogs, consultancies, service-based agencies, managed service providers and resellers are not accepted. Existing Cloudflare enterprise customers cannot join either. For universities and public bodies Cloudflare points to two separate initiatives, Project Galileo and the Athenian Project, which offer free protection rather than credits.

One application per startup, ever. The programme is a one-time opportunity. A founder running several distinct companies may apply for each of them, but with separate accounts and email addresses.

What the credits cover

Credits are deducted automatically from usage-based services across the developer platform:

• compute: Workers, Workers for Platforms, Durable Objects, Workflows;
• AI: Workers AI, with a tier-based cap of $2,500 (Tier 3), $10,000 (Tier 2) or $50,000 (Tier 1);
• storage and data: Workers KV, D1, Queues, Vectorize, and R2 object storage up to $10,000;
• delivery: Pages, Images and Stream, Cache Reserve, Argo Smart Routing.

Included free regardless of tier. Core security and networking do not touch the credit balance at all: three Enterprise domains, unlimited Business and Pro plans, DDoS and bot protection, a WAF with 1,000 custom rules, SSL certificates, Page Shield, CDN and DNS, load balancing for two origins and rate limiting with one rule. For a small team this part alone can be worth more than the Tier 3 credits.

What stays outside. AI Gateway is temporarily not covered. Domain registration and renewal are paid in full from the card on file. Magic Transit, Enterprise Spectrum, dedicated IPs and the China Network require a separate contract. Enterprise add-ons are excluded by default but can be requested by email.

How to apply and what happens after

The application is a short online form on the Cloudflare site. The company needs a Cloudflare account with a valid payment method attached before benefits activate. Approval arrives by email to the address in the form; a rejection always comes with a stated reason, and Cloudflare re-evaluates if the applicant can supply supporting information.

Mark the expiry date. Credits last one year or until consumed, whichever comes first, and Cloudflare does not extend them. Three reminder emails arrive before graduation. After that the startup either moves to a self-serve plan, negotiates an Enterprise contract, or lets its Enterprise domains fall back to the Free plan automatically.

Read the terms before accepting. Two clauses matter for planning. First, overages beyond the credit balance and beyond the product caps are billed to the card on file. Second, by joining the startup grants Cloudflare a royalty-free right to use the company name and logo in its marketing materials. Cloudflare also notes that participants are responsible for any taxes associated with the value of the credits, so a Ukrainian company should check the accounting treatment with its own advisor.

Where this fits for a Ukrainian startup

The programme suits a product company that already builds on Workers, Pages or R2, or is choosing its stack now and wants a year without infrastructure bills. It works well in combination with cash grants that cannot be spent on hosting, and it does not conflict with state instruments or EU programmes, because it is a vendor discount rather than public funding.

It does not suit a company that hosts elsewhere and has no plan to migrate, a service agency, or a team that only needs a website: the free plan already covers that.
