Healthcare grants 2026: 8 open calls with verified dates

As of 10 August 2026, healthcare funding offers 8 calls with confirmed deadlines. The nearest one closes on 2 September, while the furthest closes on 8 October. And we checked every one of them against the donor official pages.

First, a word about who this suits, so nobody wastes a week. This season opens calls for university clinics, research institutes, medtech companies, medical universities and social service providers in hromadas. For a district hospital looking to buy equipment there is currently nothing, because the Japanese GGP programme that funds exactly that closed its intake on 28 February.

So the reason sits in the calendar. Single-stage topics under Cluster 1 Health of the Horizon Europe 2026 work programme closed on 16 April, while the next large window opens at the end of October. So August and September rest on partnerships, EIT Health and bilateral programmes.

EIT Health: four calls sharing one deadline of 16 September

EIT Health opened its application platform on 15 July 2026 and closes all four calls on 16 September. The country rule is the same across them: an applicant must be a legal entity from an EU Member State, a Horizon Europe associated country or another eligible third country. Since Ukraine has been associated since 2022, the door is open. So before applying you need a nine-digit PIC in the Participant Register on the Funding and Tenders Portal.

One detail runs through all four calls. EIT Health covers a maximum of 50% of project costs, so the applicant has to find the rest, and that single condition filters out most Ukrainian teams while they are still drafting the budget.

Transformative Healthcare Instrument: EUR 300,000 to 500,000

First, this instrument targets private companies in biotech, medtech, digital health, artificial intelligence, biomarkers and diagnostics. The applicant requirements are strict: a micro, small or medium enterprise with at least 4 full-time equivalent employees that raised at least EUR 2 million in equity over the previous 36 months, with at least one new investor among them.

The deadline falls on 16 September 2026 at 16:00 Brussels time, while participation runs 12 months. Few Ukrainian companies will clear the EUR 2 million equity threshold, so read this call soberly.

Innovation Uptake: up to EUR 650,000 across 8 projects

This call covers mature digital solutions built on data and AI that are already ready to scale across European markets. In total the budget reaches EUR 5.2 million, funding runs up to EUR 650,000 per project, and up to 8 projects will get support.

Who applies. A consortium of at least 2 independent legal entities from different countries, covering at least two sides of the Knowledge Triangle: industry, research, education. A commercialising entity leads the proposal, meaning an SME or industry player responsible for bringing the solution to market. So this configuration fits a Ukrainian university clinic as a partner contributing clinical validation, while the coordinator role sits elsewhere.

Micro-Credentials: EUR 210,000 for medical universities

Of the four calls, this is the most accessible one for a Ukrainian higher education institution. The goal is a micro-credentials programme with EIT Label certification for advanced master students and PhD candidates in life sciences, medical technologies and biotechnology. Specifically, the format asks for flexible, practice-oriented entrepreneurship tracks running 8 to 12 months.

In total the budget is EUR 210,000 over 24 months. A consortium needs 3 to 6 independent legal entities, at least two of them in different Horizon Europe countries, plus representation from two sides of the Knowledge Triangle. Finally, the call code is EIT Health 26-28.

Biotech Innovation Path: up to EUR 240,000

Logically the same type as the previous call, because it also funds an EIT Label certified training track, this time devoted to biotech innovation. Once again the deadline and the co-funding rule stay identical. An open Q&A session with the EIT Health team took place on 2 September, and recordings sit on the call pages.

AI grants in a separate roundup. Three of the four EIT Health calls name artificial intelligence directly. We collected 16 AI development calls with confirmed deadlines. AI systems development grants 2026 →

IHI Call 13: the largest budget of the season

The Innovative Health Initiative is a partnership between the European Union and the pharmaceutical and medtech industry. The call launched on 2 July 2026 under the code HORIZON-JU-IHI-2026-13-two-stage, action type RIA, following a two-stage procedure.

So the first-stage deadline falls on 8 October 2026 at 17:00 Brussels time. The second stage closes on 21 April 2027, and only consortia selected at stage one reach it. There are three topics:

  • a network to boost the next wave of European healthcare innovation, including provisions for financial support to third parties;
  • an AI foundation toxicology model that would let drug safety studies waive a second animal species;
  • the immuno-science of age-related immune-mediated diseases.

So the contribution ranges from EUR 9 million to EUR 35 million depending on the topic. In practice universities, research centres, companies, SMEs, hospitals and patient associations can all apply. Legal entities from Horizon Europe associated countries, Ukraine among them, qualify for funding under the normal rules.

What matters about the structure. A consortium must include at least one independent legal entity from an EU Member State plus at least two more from different Member States or associated countries. Because private IHI members cover part of the costs through in-kind or financial contributions, the proposal architecture gets more complex than a standard Horizon Europe call. The Call Days ran from 24 to 30 June, and recordings and presentations are published.

EDCTP3 and PFRU: two different levels

Next come two calls with shorter deadlines that operate in completely different spaces. The first is a large European global health partnership, while the second is a Ukrainian programme focused on frontline regions.

EDCTP3: two CSA calls closing 2 September

Global Health EDCTP3 is a partnership between the European Union and the EDCTP Association. Its 2026 work programme still has two coordination and support actions open, funded as lump sums, with a combined budget of EUR 33 million:

  • HORIZON-JU-GH-EDCTP3-2026-03-SERP-01. Training and innovation networks for capacity development in ethics, regulatory affairs, pharmacovigilance and related digital regulatory platforms. The contribution is EUR 1.5 million per project, and 10 projects should receive funding.
  • HORIZON-JU-GH-EDCTP3-2026-03-DIGIT-02. Strengthening research and healthcare in sub-Saharan Africa through digital innovation and artificial intelligence.

An honest word on the thematic focus. Both topics centre on sub-Saharan Africa. A Ukrainian institution enters as a consortium partner supplying methodological or digital expertise, while the primary benefit lands elsewhere. For institutes that already work in clinical trials or pharmacovigilance this is a real route. For others it is a waste of time.

PFRU: individual social service planning, closing 8 September

The Partnership Fund for a Resilient Ukraine is a multi-year programme run by Chemonics and funded by the governments of Canada, Estonia, Finland, Norway, Sweden, Switzerland and the UK. As of 10 August only one call sits on the open requests for applications page: developing, validating and piloting a methodology for individual planning of social service delivery.

Specifically, the programme expects a tested methodology and a toolkit adapted to the case management system in force in Ukraine, a trained group of case managers, social workers and trainers in pilot hromadas, plus a scaling roadmap. The amount and target regions appear in the request itself, published on the call page.

PFRU announces health and rehabilitation calls regularly. In July it closed a request on building the capacity of health workers in multidisciplinary rehabilitation. Therefore checking the RFA page every two weeks pays off.

Call Deadline Amount Who applies
EIT Health Transformative Healthcare Instrument 16 September 2026 EUR 300,000-500,000 SMEs with 4+ staff and EUR 2m+ raised

Four traps: calls that look open

This section matters more than the roundup itself, because each of these four currently sits online as a live opportunity, and if you chase one it costs a week of wasted work.

NRFU and mental health: the deadline was 29 April

The joint call by the National Research Foundation of Ukraine and the Research Council of Norway, titled Collaborative Researcher Project on Mental Health in Ukraine During and After Wartime, still sits in the Launched calls section of the NRFU website. Funding runs NOK 2-6 million per project from a NOK 30 million pool, so the money is real. Applications opened on 11 March and closed on 29 April 2026, with results due in December. Nobody moved the page to the archive.

ERDERA Phase 2: only the Phase 1 coordinator can submit

The call HORIZON-HLTH-2026-02-DISEASE-12 carries a deadline of 15 September 2026 and a budget of EUR 91.3 million, EUR 48.7 million of it from the 2026 budget. It is a COFUND continuation of the rare diseases partnership, so only the coordinator that already delivered Phase 1 under HORIZON-HLTH-2023-DISEASE-07-01 can submit a proposal. Everyone else is locked out of this particular topic.

Everyone else has a route, although it arrives later and through a different door: the partnership itself runs transnational calls with financial support to third parties of up to EUR 10 million per party across its lifetime. So treat ERDERA as a source to track through 2027.

EDCTP3 stage two: 17 September, invited consortia only

EDCTP3 calendars place 17 September 2026 next to the open CSA calls. However, that date belongs to the second stage of the two-stage 2026-01 and 2026-02 calls. Because stage one closed on 4 March, it drew 278 proposals involving 851 partners from 82 countries. The second stage admits only consortia that cleared that screening, so new applicants cannot enter.

Japanese GGP for medical equipment: closed in February

Grant Assistance for Grassroots Human Security Projects is that rare instrument which funds equipment for Ukrainian hospitals directly. The application deadline for projects to run in 2027 fell on 28 February 2026. Since the embassy usually announces the next window early in the year, set a reminder for January.

What opens before April 2027

Planning should start now, since consortium proposals take months to assemble.

  • Cluster 1 Health, 2027 topics. In 2026 the cluster distributed EUR 471.6 million across 18 topics with a 16 April deadline. The next windows open around late October 2026 and February 2027, with deadlines in February and April 2027. The topic list already sits in the work programme.
  • EU4Health. Calls under the 2025 programme closed on 6 January 2026, and the Commission has not yet published the 2026 work programme. This remains the most awaited resource for medical institutions, because it funds hospitals, patient organisations and training establishments directly.
  • New EIT Health calls. The partnership states plainly that further calls will appear throughout 2026 and 2027 across a range of topics.
  • PFRU. The programme announces health and rehabilitation requests several times a year, with 4 to 8 weeks between them.

Ukrainian institutions gain from one more source: the Horizon Europe Office in Ukraine publishes the list of current Cluster 1 calls with conditions and portal links, in Ukrainian and English.

The full text of the Health work programme for 2026-2027, with every topic description, evaluation threshold and budget, sits in the Commission document.
