PFRU Grant: Up to GBP 133,000 for Digitisation and Evacuation of Ukrainian Cultural Heritage

 The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year donor programme implemented by Chemonics International with funding from the governments of Canada, Estonia, Finland, Norway, Sweden, Switzerland, and the United Kingdom. In March 2026, PFRU launched a new competitive grant call: “Digitisation and Evacuation of Ukrainian Cultural Heritage” (RFA No. 018-05). The call comprises three separate lots – from creating digital 3D models of heritage sites, to establishing a national coordination centre for the evacuation of cultural artefacts, to developing an analytical mechanism for the Ministry of Culture. The backdrop: confirmed damage to more than 517 cultural sites according to UNESCO, and more than 1,600 according to national reporting. The application deadline is 21 April 2026.

Three Lots: What Is Supported (Partnership Fund for a Resilient Ukraine)

Each applicant may apply to all three lots simultaneously, but must submit a separate application per lot. One organisation may serve as a lead applicant and/or sub-partner across multiple applications, with a maximum of 3 submissions per organisation.

Lot 1

Digitisation of Cultural Heritage Sites

Call: PFRU / RFA No. 018-05, Lot 1

Support for the digitisation of 10 immovable cultural heritage sites of national significance that face a substantial risk of destruction – through the creation of detailed 2D and 3D digital models and accompanying documentation. Digital records ensure that detailed data is preserved even in the event of physical damage, forming the basis for reconstruction and legal documentation in future accountability processes. Intellectual property rights over digital copies are transferred to the asset manager (the institution that was digitised).

Lot 2

Evacuation of Cultural Heritage from Frontline Regions

Call: PFRU / RFA No. 018-05, Lot 2

Establishment of a national coordination centre to support the Ministry of Culture in managing the evacuation, verification, and safe temporary storage of cultural artefacts across regions. The centre manages case coordination for a minimum of 10 museums in frontline regions and coordinates with receiving museums in safer zones. Responsibilities include: collecting and verifying data on needs from sending institutions, identifying storage capacity at receiving institutions, supporting preparation for transfer and receipt of objects, and facilitating communication with local authorities, regional administrations, and donors.

Lot 3

Analytical Mechanism and Policy Roadmap for the Ministry of Culture

Call: PFRU / RFA No. 018-05, Lot 3

Development of a comprehensive analytical and operational mechanism for the Ministry of Culture, addressing institutional coordination gaps and deficiencies in the legal framework for emergency heritage protection. The deliverables include an analytical report on current evacuation practices and legal gaps, a standardised operational roadmap and procedures for risk assessment, verification, transportation and temporary storage, concrete legal and regulatory recommendations, and policy advisory support for the Ministry on implementing a case management and coordination system. Methodology combines desk research, legal analysis, structured stakeholder consultations, and operational mapping of existing evacuation practices.

Applicant Requirements (Partnership Fund for a Resilient Ukraine)

The ideal applicant already has a presence in Ukraine and can demonstrate relevant prior experience in cultural heritage protection, digitisation, or evacuation, together with the administrative and financial systems required to manage UK government-funded grants.

Mandatory Eligibility Criteria

Legal status: Officially registered civil society organisation or NGO under Ukrainian law; non-profit status required
Screening: Willingness to undergo Due Diligence and Visual Compliance screening (UK, US, Canada, EU, UN international exclusion lists)
Governance: Effective governance structure with financial, administrative, and technical policies and procedures; internal control system; qualified staff with project management experience
Staff safeguarding: A “Health, Wellbeing and Human Rights Protection Policy” with documented procedures must be in place
Registration: Organisation must be registered in Ukrainian government-controlled territory (not in temporarily occupied territories)

Minimum passing score 70+ points

GEDSI is a scoring priority: integrating GEDSI (Gender Equality, Disability and Social Inclusion) into the methodology is a key criterion. Applications that omit GEDSI will score no more than 10 out of 40 points for methodology. Specifically: when selecting and prioritising heritage objects for digitisation or evacuation, applicants must demonstrate how they will prevent inadvertent replication of existing biases about what is considered “worth preserving” – including the heritage of minorities, diverse regional identities, and women’s cultural contributions.

Note that a recommendation to award a grant is not a final funding decision. Selected organisations must pass a Due Diligence review and Visual Compliance screening before the parties sign the grant agreement. The grantor releases the final payment (5-10% of total budget) only after the organisation submits 100% of the reporting.
