A youth NGO without a website is a powerful idea without a voice. Consequently, the civil society organisation Agency for the Development and Sustainability of Democracy (ARSD) has partnered with Onepage to launch the first wave of ScaleUp Youth – a long-term programme that provides young Ukrainian civic organisations with a ready-made website and a year of free hosting. Specifically, up to 5 organisations registered no earlier than 2023 will receive a fully built website and professional support.
The programme runs over 4 years, supporting 5 organisations annually. This is the first wave. The application deadline is 10 April 2026, 20:00 Kyiv time. Furthermore, to discover more opportunities for civic organisations, visit our grant guide for NGOs in 2026.

Purpose and Context
Young civic organisations in Ukraine frequently face the same challenge: genuine impact, motivated teams – but without a modern website, donors hesitate, volunteers cannot find them, and communities remain unaware. The ScaleUp Youth programme directly addresses this gap.
The concept is simple and concrete: over 4 years, 5 youth NGOs will receive a complete website on the Onepage platform annually — with a year of free hosting and expert support from the ARSD team. The first wave launched on 9 March 2026.
The Agency for the Development and Sustainability of Democracy (ARSD) specialises in strengthening civil society and democratic institutions in Ukraine. The programme partner, Onepage, is a Ukrainian website-building platform tailored for NGOs, small teams and educational projects, offering an accessible no-code interface for non-technical users.
What Winners Receive
A Complete Website on the Onepage Platform
A fully functional website for your organisation: structure, logic, content and design — developed with the programme team’s assistance. The Onepage platform is adapted for NGOs and allows easy content updates without technical knowledge.
One Year of Free Service (Expert Plan)
ARSD covers the full cost of the Expert subscription plan for the first year of the website’s operation. Additionally, this removes the financial barrier that typically prevents early-stage organisations from building a digital presence.
Expert Guidance
The team helps with the website’s information architecture, page structure and content — ensuring the site actually serves the organisation’s goals rather than simply existing online.
Digital Independence
The website becomes a tool for collecting donations, registering event participants, and reporting to the community. Consequently, the organisation gains a digital identity that remains fully under its own management.
Who Can Apply
The competition is open to youth civil society organisations (YCSOs) that meet all three of the following conditions simultaneously:
Officially registered no earlier than 2023
Currently do not have their own website
Have a clear vision of how a website will help them develop the youth sector and drive social change
Importantly, the competition specifically targets young organisations that have not yet established a digital presence. If your organisation is active on social media but lacks a website, this is precisely the programme for you. How to Apply
To participate, complete the online application form available via the official link on Prostir.ua. The application consists of the following components:
Organisation Profile
The organisation’s purpose, areas of activity and key achievements. Maximum 1,000 characters.
Motivation Letter
An explanation of why your organisation needs a website through ScaleUp Youth and how you plan to use it. Maximum 2,000 characters. This is the most important part of the application.
Contact Information and Social Media
Full name of the leader, phone number, email and links to the organisation’s social media pages.
Registration Documents
A state registration extract and the organisation’s Charter. These documents confirm the registration date and YCSO status.
All materials are submitted online through the application form. Paper documents are not required. Note that the deadline is strictly 10 April 2026, 20:00 Kyiv time — applications received after this point will not be considered.
